Royce Barry West (born 26 September 1952) is an American Democratic politician and a member of the Texas Senate representing the Dallas-based 23rd District.

Royce was admitted to the State of Bar of Texas in 1979 after receiving his Bachelor of Arts and Master of Arts Degrees from the University of Texas at Arlington, 1976 and 1979 respectively, and his Juris Doctor from the University of Houston in 1979. His legal experience includes serving in the trial division of both the Dallas and Harris counties District Attorney’s Office and private practice since 1986. He served as a Chief Felony Prosecutor at the Dallas County District Attorney Office. He has been a senior partner in the Firm since its inception in 1994.

His areas of law practice over the years have included ad valorem tax collection, school law, public finance, criminal law, corporate formation and operation, and general civil litigation. Royce currently supervises the efforts of firm attorneys handling school law, ad valorem tax collection and public finance. His primary focus areas include public finance, business transactions, school law and white-collar criminal investigations.

Royce is admitted to practice law before all courts in the State of Texas, the Supreme Court of the United States of America, the United States Court of Appeals for the Fifth Circuit, and the United States District Court for the Northern District of Texas. He is also a member of the National Association of Bond Lawyers, the State Bar of Texas corporate and education law sections, the National Bar Association, the Dallas Bar Association, and the J.L. Turner Bar Association.

Royce is a member of the Texas State Senate. He has served as a State Senator since 1993. In this capacity, he has served on the Finance, Education, State Affairs, Intergovernmental Relations, Health and Human Services, Criminal Justice, and Jurisprudence committees. He currently is the Chairman of the Senate Sub-Committee on Higher Education, and Vice Chairman of the Education Committee. Royce is an active member of his church and serves as Vice President for the Board of Directors for Circle Ten Council of Boy Scouts of America.
